Port, Harbor, and Ferry Terminal Security Account

Program: Port, Harbor, and Ferry Terminal Security Account ($100 Million)

Intent or Criteria: Funds shall be available for projects that not only maximize the abilities of the maritime community to prepare, protect, prevent, and quickly respond to and recover from natural and intentional disasters, but will also boost the economy by creating jobs.  Through the utilization of the business model, ports and maritime organizations will be better poised to save lives, preserve the environment, and sustain continuity of operations.  Funds in this account will be allocated, upon appropriation by the Legislature and subject to such conditions and criteria as the Legislature may provide by statute, by the Office of Emergency Services (OES).

Allocation Process: Available to the Office of Homeland Security (OHS) to be allocated as grants for port, harbor, and ferry terminal security improvements.

Adoption and Implementation Schedule 

One hundred million dollars ($100,000,000) was deposited into the Port, Harbor, and Ferry Terminal Security Account 2007-2008 fiscal year, with forty million dollars ($40,000,000) awarded in fiscal year 2007 and sixty million dollars ($60,000,000) available for fiscal year 2008. The one hundred million dollars ($100,000,000) was made available upon appropriation by the legislature to entities for eligible Port, Harbor, and Ferry Terminal Security projects.

Administrative Agency: OHS

Recipient Agencies: Organizations eligible to receive funds from the Port, Harbor, and Ferry Terminal Security Account through the California Port and Maritime Security Grant Program (CPMSGP) include all eleven of California's publicly owned ports and California's ferry terminal operators. Legislation directed $100,000,000 from the Port, Harbor, and Ferry Terminal Security Account to be made available to the CPMSGP and distributed through considering specific criteria, including risk assessment, specific demands of each port and geographic distribution.

Accountability Plan: The three-part accountability structure for this program, required by Executive Order S-02-07, will be identified in conjunction with program development activities.

November 9, 2007 - Governor’s Office of Homeland Security staff submitted the final guidelines and application kit for Proposition 1B, Fiscal Year 2007 California Port and Maritime Security Grant Program.
