Brian L. Keith, from Clinton, Maryland is currently appointed as Deputy Director for Critical Infrastructure Protection (CIP) to Governor Arnold Schwarzenegger’s Office of Homeland Security (OHS).   As Deputy Director for Critical Infrastructure Protection, Brian is responsible for the implementation of California’s Critical Infrastructure Protection Program, and the development of Counter-Terrorism Policy and National Infrastructure Protection Pilot Programs.  Prior to his appointment as Deputy Director for Critical Infrastructure Protection, Brian served as Deputy Director of Grants Management for OHS since June of 2005.  As Deputy Director of Grants Management, Brian was responsible for the oversight of over $1.5 billion in homeland security grant funds for the state of California. 

Prior to his service with OHS, Brian served for one year as the Preparedness Officer within the U.S. Department of Homeland Security’s Office for Domestic Preparedness (ODP) and three years with the California Office of Emergency Service’s (OES) Criminal Justice Programs Division (CJPD).   For CJPD, Brian was responsible for oversight of over $20 million in federal grant funds allocated to California for Law Enforcement, Substance Abuse, and Anti-terrorism programs.

Before joining OES/CJPD, for four years, Brian served as the Senior Equipment Testing Technician for the U.S. Department of Justice’s National Law Enforcement and Corrections Technology Center (NLECTC).  As the Senior Equipment Testing Technician for NLECTC, Brian was primarily responsible for the coordination of the National Institute of Justice (NIJ) Police Body Armor Testing program, the Metallic Handcuff Performance Evaluation Program, the Firearms Testing Program, and the Protective Glove Testing and Evaluation Program.   In this position, Brian was also very instrumental in the development of several government standards for less than lethal technologies available for law enforcement and corrections applications.

Brian has conducted several law enforcement technology presentations at the Federal Bureau of Investigation’s (FBI) National Academy in Quantico, Virginia, the New York State Police Union Association, as well as several homeland security presentations for the Israel Defense Forces Home Front Command, Royal Canadian Mounted Police, and the United Kingdom’s Royal College of Defence Studies.
 
Brian received his Bachelor of Science degree in Criminal Justice from the University of Maryland in May of 1997, and is a recent graduate of the University of Southern California’s (USC) Executive Program in Counter-Terrorism. 

Brian currently resides in Irvine, California, and speaks French, Spanish, and Farsi.
