William A. Hipsley

Deputy Director, Information Analysis

William A. Hipsley joined the Governor's Office of Homeland Security in 2003 and was appointed Deputy Director for Information Analysis by Governor Schwarzenegger in 2005. Bill's vast experience in the military and California State government make him an important asset to the Office of Homeland Security. In his current position, Bill is responsible for coordinating Homeland Security Information Analysis systems in California and their integration with local, regional and national systems; maintaining situational awareness for the Director and senior state officials on terrorist and weapons of mass destruction threats to California and the nation; and developing and maintaining ongoing threat and trend analysis to support OHS' prevention strategy.

Before his assignment as Deputy Director for Information Analysis, Bill served the Office of Homeland Security as the State Weapons of Mass Destruction Training Officer. His prior service in California Government was as the Public Safety Division Chief of the Office of Criminal Justice Planning where he directed policy, planning and grants in numerous program areas including: narcotics enforcement, crime analysis, criminal history and information systems, high technology crime, gang suppression, juvenile justice and DNA forensics. He was directly involved in the creation of the California High Technology Crime Task Forces, the DNA Program and Database for Sexual Assault Cases, the California Counter Drug Procurement Program, the California Methamphetamine Suppression Program and served on the California Attorney General's Criminal History And Records Advisory Committee.

In September 1997, Bill retired from active duty as an Army Lieutenant Colonel, with 28 years of military experience in the Army, Army National Guard and the U.S. Marine Corps. He had extensive command and senior staff experience in operations, intelligence, training, emergency and disaster support, and interagency coordination. He enjoyed five years service as the first Commander of the statewide, active duty military, Joint Counter-Drug Task Force. The Task Force provided 450 active duty military personnel and during his command conducted over 1500 operations for 75 different federal, state and local law enforcement agencies and assisted in the seizure of over seven billion dollars in illegal narcotics. His additional experience includes the design of criminal and military intelligence systems design, strategic analysis, disaster planning and disaster relief operations.

Bill holds a Bachelor's of Science in Business Administration and a Master's degree in Management from the University of Redlands. His military education includes Command and General Staff College, National War College and National Security Course.

Bill lives with his wife, Victoria, of 32 years in El Dorado Hills. They have three children and four grandchildren.
